Spirit City isn’t doing so well.
Several years ago, the city declared bankruptcy and everything began to spiral downwards. A number of large banking institutions and IT companies left the city to set up elsewhere, and most of the service industries that supported these companies folded. Jobs were lost, and welfare and social service budgets had to be increased to deal with the larger number of unemployed workers. As a result, other budgets and manpower were slashed, including police services.
The decrease in security capability hasn’t led to anarchy – yet. But with a smaller police force and a shrunken budget, the authorities are hard-pressed to meet the challenges of an increasingly emboldened criminal culture in both the city and its outlying areas.
Also, there is a rumor that the mayor of the city is corrupt and is secretly benefiting from the near-chaotic situation.
The city police chief, being a pragmatist and a risk-taker, made a bold decision. She accepted the offer of her former boss and mentor – John "Lask" Lasker – to organize a group of retired seniors to be the discreet (and secret) “eyes and ears” of the police in order to gather "actionable information". This decision resulted in an interesting and unique group of characters, known only to a few as … Grey Ghosts.
